I have not updated my Windows 10 laptop in over a month and it looks like I will wait a few more weeks. Seems to be another issue: After installing and reboot. I applied the KB on September 2. I do not have the issues of Cortana hogging as shown on the Reddit link.
I should also note, from reading other venues, that users of "shutup10" seem to have issues due to custom tweaks relating to Cortana like the key cited above. Microsoft has recently updated support KB article on Wednesday Sept.
I recently installed update KB and facing same issue on user account though which i installed the update. Alternate user accounts and newly created accounts are working fine even with cortana disabled when my Main user account is not logged in.
